It helps
It's not overnight magic, I had to spray a mixture of neem oil, water, and garlic solution 2-3x a week for a 1-2 months befor the pests are gone. I also had to pluck the pests one by one by hand as there were times they were out of control. Over-all I say the neem oil solution helps.
