It doesn't upscale, if that's what you are asking. The best S-video/RCA can do is 480. Now if you use software that upscales your final product may be an upscaled 720, but natively it's not possible to do.

OK, it supports 1080P below the video format, long time collection is also very smooth, and will not heat, sound and picture are very synchronized, clear, very professional

Q: Does this card support OBS?

It says it does. But you should avoid this , it doesn't work well at all. The video and audio will be out of sync and get worse the longer the video goes. I got the Roxio Easy VHS to DVD3 made by Corel. It actually works.

Q: Do I need another setup program to use it?

Yes, but my editing software did everything I needed to use the device. From the other comments I expect just about any editing software will be able to import from the device.
