Just make sure that the floor is clean and dust free before the application of the carpet tape. No it will not harm your carpet.

Q: can this tape be safely used on hardwood floors with polyurethane?

I used it on an old polyurethane factory finish engineered laminated wood floor. After 1 week I removed it, and it left faint lines where removed, best noticed as a shinier line than the rest of the floor where no tape used.. I think it strips off some of the finish as you can feel a lip with your fingernail. It does not leave a residual film. Not saying it is a complaint. Just something to be aware of. It sticks very well.
